Event Liability (Non-UC Parties)

Third parties can apply for coverage to satisfy the university’s event liability insurance requirements applicable when renting facilities from the university. This is also known as TULIP Insurance (Tenant User Event Liability Program).

Background

Individuals and outside organizations may hold events at University of California facilities provided they:

  • Obtain written permission from the facility in charge of the space they wish to use
  • Provide a Certificate of Insurance for liability coverage for the event

This insurance provides protection when you host activities that fall outside the scope of your General Liability Insurance or in instances where you do not currently carry General Liability Insurance. Event Liability Insurance provides liability coverage and legal defense for claims of negligence brought on the basis of mismanagement, improper security, failure to maintain equipment/fixtures, and more.

The checklist below will help you get started.

Event Coverage Checklist

As you plan your event, it’s essential that you make the appropriate insurance arrangements.  To get an online event liability premium quote and apply for coverage, simply click the ‘Apply Online’ button.

At Least 7 to 10 days Prior To the Event, Verify Eligibility for Insurance Coverage.

  • Review the UC Hazard Class Chart (found in the ‘Download Forms’ menu) and instructions on this website page for applicable insurance guidelines.
  • For events covering liability for any participants in any athletic activity or sport, review the Accident Medical and Waiver requirements.
  • Select the ‘Apply Online’ button to apply and obtain a Certificate of Insurance.
  • As needed, work with the AMBA CampusConnexions team to verify whether the event and activities are covered under this insurance program.
  • Certain events and activities and all hazard class 4 events are subject to additional review and approval by AMBA CampusConnexions and the University of California.
  • When your event is not eligible under this Event Liability policy, AMBA CampusConnexions can help you find alternative insurance coverage.

Annual Policy Renewal Notice

This insurance policy renews on March 1 annually.  During the renewal period, you may complete the online application for events that include dates on or after March 1. However, your application will be held by AMBA CampusConnexions until the new policy information is available which is necessary to issue the Certificate of Insurance.  If you have an urgent request or need additional assistance, please contact AMBA CampusConnexions.

Additional Event Eligibility Guidelines

Prior to the event you must deliver a Certificate of Insurance to the facility in charge of the space. The Certificate should be accompanied by a note listing the name of the event sponsor, the date of the event, and the location of the event (since some departments control multiple venues).

If you already have insurance coverage, please have your insurance company send the facility in charge of the space a Certificate of Insurance.

Certificate requirements are listed below. However, always check with the university as coverage requirements may differ for various reasons/circumstances.

  • You or your company must be listed as the Insured.
  • The event sponsor must be listed as an Additional Insured.
  • The Insurer/Producer name and contact information must be on the Certificate.
  • The policy start and end date must encompass the entire length of your event.
  • The policy must include General Liability coverage of at least $1,000,000 per occurrence, $2,000,000 aggregate.
  • The Certificate of Insurance must provide 30 days’ advance written notice for any modification, change, or cancellation of any component of the insurance coverage.
  • If you are bringing a vehicle, the policy must include Automobile Liability coverage of at least $1,000,000. This coverage is not provided through AMBA CampusConnexions, please seek advisement from a local insurance agent.
  • If you bring in employees, the policy must include evidence of Workers’ Compensation coverage. This coverage is not provided through AMBA CampusConnexions, please seek advisement from a local insurance agent.

If you do not have general liability insurance coverage of your own, you may obtain coverage by clicking the Apply Online button above. A Certificate of Insurance will be issued immediately upon payment for most events (unless further underwriting review is necessary). * The Certificate of Insurance is your proof of coverage and should be given to the facility in charge of the space prior to the event. 

*Please note that submission of a completed application and/or premium payment is not a guarantee of coverage. Coverage is not in place for your event until a Certificate of Insurance is provided.

Events that Require Abuse & Molestation Coverage

If you’re hosting an event for which the Campus requires Abuse and Molestation coverage in addition to the Event Liability coverage, coverage is not available with the University of California’s Event Liability policy.

Instead, please go to the ‘Download PDF Forms’ menu above to print the applicable SMIC Application (Special Events, Sports Teams/Leagues or Clubs/Groups).  Complete all application sections required for General Liability and for Abuse and Molestation coverage.  There is no option to apply for Abuse and Molestation coverage by itself.  We partner with Special Markets Insurance Consultants (SMIC) to provide quotes for this coverage. Please check with the Campus to ask for their minimum required Abuse and Molestation coverage limits.

Athletic Participants - Excess Accident Medical & Waiver Requirements

What is Participants Legal Liability?

Participants Legal Liability provides coverage for claims you are legally obligated to pay because of actions brought against you, the Named Insured, by players and/or other participants. Participant means any player, coach, manager, staff member, team worker, official, media personnel, cheerleader, or band member practicing for, or participating in, the sporting event. This means all of your team members and players and any participating non-members! Participant liability insurance, like all liability policies, would provide coverage to the injured party only if the named insured were liable.

****Failure to comply with one, or both, of the following requirements will affect Participant Legal Liability in place for any event even if a Certificate of Insurance is provided.****

  1. Excess Accident Medical Insurance Requirements
    • The event liability policy requires all players/participants to have Accident Medical coverage in force with a limit of no less than $10,000 for each of your participants (players).
    • If no Accident Medical coverage is in place, a deductible of not less than $10,000 will apply to any general liability claim for Participants Legal Liability. This deductible applies separately to each claim, or suit, with respect to any “Insured Person”. The limit of insurance will not be reduced by the amount of this deductible.
    • Select the applicable application from the Download PDF Forms menu based on your organization type: Sports Teams/Leagues, Clubs/Groups, or Special Events to obtain an Accident Medical policy for your sports related event.
    • Complete the SMIC Application to purchase only Excess Accident Medical coverage of at least $10,000 per participant through our trusted business partner, SMIC (Special Markets Insurance Consultants).
  2. Waiver and Release Form System Requirements
    • The carrier also requires a Waiver and Release form system that is regularly maintained and followed.
    • Failure to meet this requirement will mean that each claim for Participants Legal Liability is subject to a $10,000 deductible.
    • This system must secure and maintain properly executed Waiver and Release forms for all participants.
    • For minor participants (under eighteen years of age) you must always secure and maintain properly executed Minor Waiver and Release forms signed by the parent or legal guardian.

Accident Medical coverage and waivers are not required if coverage is only being purchased for spectators at a sporting event.

Coverage for Vendors, Exhibitors and Performers

Make Sure the Required Insurance is in Place.

If you will have any Vendors, Exhibitors, or Performers providing any of the following goods or services at your event, they must provide proof of insurance coverage naming your organization and The Regents of the University of California as Additional Insureds.

  • Food Examples: caterers, restaurants.
  • Entertainment Examples: bands, bounce house owners, theatrical troupes.
  • Any other goods or services with serious inherent risks that can be reasonably foreseen.

First, ask whether they already have liability insurance coverage for their business.

  • If they do, they must send a Certificate of Insurance to the department in charge of the facility you are using.
  • If they do not, they may apply for university approved coverage at affordable prices via the ‘Apply Online’ button on this page as a Vendor, Exhibitor, or Performer.

  • The policy must include General Liability coverage of at least $1,000,000 per occurrence, $2,000,000 aggregate.

How to report a claim:

Philadelphia Process (Liability Claims)

  1. Gather the Facts
    When reporting a notice of loss (injury, property damage to third parties, auto accidents, etc.; related to a registered event), please provide as much detail as possible. This should include, but not be limited to, Insured Name (The Regents of the University of California plus the student organization/club name), Contact Name (student organization/club), Policy Number, Claimant Name, Claimant Contact Information, Date of Loss, Location of Loss, Cause of Loss, Your Policy or Reference Number, Initial Steps Taken to Mitigate the Loss, Type (s) and Description of Damage and Estimated Amount of Loss.
